The network element can receive a packet and generate a congestion notification packet at the ingress pipeline to a sender of the packet based on detection of congestion in a target queue that is to store the packet and before the packet is stored in a congested target queue. The network element can generate a congestion notification packet based on a queue depth of the target queue and likelihood the target queue is congested. The likelihood the queue is congested can be based on a probabilistic function including one or more of Proportional-Integral (PI) or Random Early Detection (RED). The network element can determine a pause time for the sender to pause sending particular packets based at least on a time for the target queue to drain to a target level.

This problem is the result of the continually increasing number of vehicles and the Bick, motor cycle, car modern car parking management is insufficient so the service users waste their important time and fuel, pollution trying to look for the available parking. The invention is to develop an application for intelligent vehicle parking using Radio-Frequency Identification and IoT/ WI-FI which can detect the available parking position is a Map lot so it is time-saving for people and also the parking area management ant the users have to access web application which is unable to automatically alert when the parking lot status has changed or any type of modification. With the evolution of IoT, the idea of an intelligent city now seems to be achievable and Consistent efforts are being made in the field of IoT in order to maximize the productivity as per requirement and very easy to urban infrastructure and also the problems such as, overcrowded vehicle, traffic congestion, low in car parking facilities and road safety are being addressed by IoT. The Invented parking method /system consists of an on-site design, deployment of an IoT module that is used to monitor and signalize the state of availability of each single parking space, and also an application is also provided that allows an end-user to check the availability of parking space and book a parking spot as per user need. The invention is a integrated approach of RFID/ IOT and NPR was unique, and the Application was smarter than the Availavle cloud systems and the intelligent robustness of RFID/IOT sensor was 99%, while the NPR achieved an accuracy of 98% with detection time of under 7.24 second.
