Provided is a money loading automatic planning device which establishes a plan to deliver money to a plurality of automatic transaction devices which are respectively installed in a plurality of locations, comprising: a delivery route generating unit which, on the basis of balance forecast values, present cash on hand information, and delivery conditions, of each of the automatic transaction devices, generates route information and a delivered money amount for delivery to each of the automatic transaction devices; and a plan optimizing unit which changes delivery necessity conditions for determining whether to deliver to the automatic transaction devices, and thereby establishes a loading plan for each of the automatic transaction devices on the basis of the conditions which minimize the total cost.
